The Late Heian Period (1050–1185) The imperial court in Heian-kyō remained the cultural center of Japan, but political power was increasingly fragmented. Retired emperors ruled through the Insei (Cloistered Rule) system, the Fujiwara struggled to maintain control, and powerful military families gained influence in the provinces. The period culminated in the Genpei War, which established samurai dominance and paved the way for the Kamakura Shogunate.
