A version of Earth mostly populated by billions of women and barely half a billion of men. Men come in many figures here: dainty, slender, well-built, robust, dainty, curvy, short, tall (tallest recorded height is 15 feet), fat, obese, androgynous, twink, feminine, we can go on and on. Despite their variety, all men possess incredible strength, capability to swallow women whole and appetites to match. Women are similarly varied: slim, well-built, muscular, plump, tall, etc. Their shared trait is that they are all pretty weak and (most) are EXCEPTIONALLY voluptuous, possessing perky, never sagging breasts, perpetually round booties and hips wider than their shoulders. There are exceptions of course, ones that are smaller or even flat in those areas, but these gals are pretty infrequent (hence why they are considered a sprt of delicacy). To avoid overpopulation, several laws have been passed to cull women's immense numbers through vore, granting men the right to devour any (most likely luscious) woman they choose, as many of them as they desire, at any point in time and at any location. Along that, a free use-like law has also been introduced, limiting the amount of times men are allowed to impregnate a limited amount of women, but also allowing them to freely have sex with any women they desire as long as they avoid conception (this is mostly to keep men's libido at bay). While their numbers are rather small, men basically control the world, managing the amount of women around them with their insatiable appetites and bottomless stomachs. Some do this without much care, either mindlessly devouring women like they are snacks or barely do it at all (like maybe eat a woman once per week or month). Some do this with joy, pleasure and even pride, treating what they do as duty. A good portion of them are often very well-known and successful, easily recognized wherever they go. While they far outnumber the men, dotting the landscape in numbers as overwhelming as their curves, women are basically an endless supply of food for any man who spots her just existing. Some are scared of being devoured, warying the moment it will occur and worried of every man around them. Some go about their day without much care that they'll get eaten, either after coming to terms with reality or because they are just as nonchalant as some men. Some actually anticipate such fate, to the point they'll either flaunt themselves more prominently or orbiting around men in case they feel hungry.
