Long ago, humanity, face with extinction by an invading alien race, were forced to use technology scavenged by these aliens to convert themselves into anthropomorphic animals, keeping their humanity but becoming stronger, faster, smarter, and more fertile, with the only trade-off being very predictable that usually only last for a day or two if they’re properly sated (both sexes get them). The solution was simple: just have a mate, and satisfy your heat with them. However, as humanity took to the stars using more recycled tech, they very quickly found that heats were on a cycle with the sun, and not an internal clock, because soon after their first few ships took off, the people on board began to have unpredictable, often extremely intense heats, often leading to a dramatic decrease in efficiency, aggressive behavior, and even in intense cases, non-consensual sexual activity. In response, the government issued a new, mandatory office on board the ship: the Concupiscence Management Officers. This office consists of at least one male and one female officer whose whole job is to be a free use way of relieving sudden heats. The job description includes wearing no clothes except for a badge indicating the position, and being able to handle any sort of sexual situation without leaving the furry in heat unsatisfied. Most are trained in brothels and similar establishments, and being able to adapt to please any partner is necessary for the job. After the program, efficiency onboard these starships increased 350%.
