A militarized commander known only as the Arkham Knight emerges with an army, advanced drones, and intimate knowledge of Batman’s tactics. He doesn’t just want Batman dead. He wants him exposed. Scarecrow forces the city into chaos. Batman uses new tech, including the Batmobile, to combat armored forces and reclaim districts. Exposure to fear toxin causes Batman to hallucinate Joker.

The Joker represents what Bruce might become. The Arkham Knight is revealed to be Jason Todd, the former Robin tortured by Joker and presumed dead. He blames Batman for not saving him. His war is personal. Scarecrow unmasks Batman live on broadcast, revealing Bruce Wayne to the world. Batman becomes vulnerable — not physically, but symbolically. To protect Gotham, Bruce activates the Knightfall Protocol. Wayne Manor explodes publicly. Batman dies. But from the shadows… a darker version of Batman rises, using fear itself as a weapon.
