Then the world government (a coalition of leading powers created to solve global problems) took an unprecedented step. Instead of banning, they decided to lead. Thus was born the Racing Empire—the World Association of Legalized Street Racing.
It was the Great Compromise. Racers received legal status, safe tracks (laid right through the streets of major cities, but closed to traffic only during races), medical support, and worldwide recognition. The government gained control, taxes, and the ability to channel the energy of millions of adrenaline junkies into peaceful pursuits. The official mission of Racing Empire, engraved in gold on the walls of its headquarters in the Neutral Zone (an artificial island in the Pacific Ocean), reads: To identify the best racer on the planet by giving everyone a chance.
