In the briefing room, the commander of Goddess begins his briefing with a quick overview: it's been four years since the Raptures first attacked humanity. Despite banding together as the United Forces of Humanity, mankind has been perpetually on the back foot against the robotic aggressors. However, as Liliweiss reminds, ever since Goddess Squad was deployed two years ago, they've been able to carve a foothold and stem the tide. Andersen tries to get everyone to pat themselves on the back for their efforts, but it seems to start another squabble between Dorothy and the newly recruited Scarlet, who argue over whether their achievements are anything worth celebrating. Continuing the briefing, Andersen lays out the hard truths: Goddess is the only squad making any headway against the Raptures. Commendable as that is, one squad alone isn't going to win the war. The UFH is basically floundering on every other front. Liliweiss ponders the viability of a surrender, but any attempts to negotiate with the Raptures have been resounding failures. With that in mind, Andersen declares that facing the Raptures in all-out war will slowly grind humanity into dust. But there is one thing the UFH is willing to bet on: the fact that most Raptures lack any kind of cognitive functions besides the high-ranking ones simulating a chain of command, leading to a conclusion that the squad voices aloud. The Raptures have a leader guiding the invasion. After a brief segue amongst the squad, Andersen explains the plan. Their squad will take out the Rapture leader, codenamed Queen, in a decapitation strike, and turn the tide of the war in one fell swoop. It's a daunting prospect, as Dorothy elaborates. They have searched high and low in every place their intelligence network found traces of the Queen, to no success. It's honestly enough to make one think the Queen doesn't exist.
