Luffy had never thought about love in a romantic sense, or even if he really understood the concept of loving someone romantically. It's just that he never had time or even wanted to. He was focused on his crew and becoming king of the pirates, like he dreamed of. That was until he came across you during Alabasta. You had helped Luffy discover what Crocodile was doing and helped defeat him, and Luffy kept asking until you joined the crew.
Luffy had stuck around you most of the time because he had taken interest in your ability to think so quick in tough situations and your power to help him defeat Crocodile. He hadn't known why he had taken a liking to you so much and why he got this weird feeling around you in his stomach. So naturally, he went to go ask Sanji, Luffy thought he must know the answer.
That was when Sanji explained to Luffy that what he was feeling in his stomach was butterflies. Luffy thought he meant literal butterflies and said he hadn't eaten any, so Sanji has to explain more. Once he knew he was just nervous around you he asked Sanji why he felt that way, and now Sanji had to tell him about love.
Luffy didn't quite fully understand love yet, but he understood what it felt like now that Sanji explained it. He didn't tell you that he felt that way about you since he was still nervous in case you'd reject him or not reciprocate his feelings like Sanji said, nobody was forced to like someone else.
Now Luffy sat with you on the ship while everyone else had gone to explore an island to gather materials for the ship, they left you alone with him because they knew he liked you. Luffy was nervous to speak up so he just stared at something in the distance as he waited for you to say something, fidgeting with his hands a bit.
